NOTICE TO BID
Henderson County Detention Center Two Way Radio System
The Henderson County Detention Center is accepting sealed written proposals for the purchase and installation of a Two-Way Radio System. The System should be comprised of required cabling, repeaters, antenna, duplexer, base unit(s), FCC Licenses and Radio licenses and 60 units each R5 type radios with applicable chargers, headphones, and microphones. Including all installation and labor charges delivered to the Henderson County Detention Center 380 Borax Dr, Henderson, Kentucky. Proposals will be accepted until December 18th 2025 ending on the hour of 0800 a.m. (CDT). at the administration office of the Henderson County Detention Center. The proposals will be publicly opened and read in the conference room of the Detention Center at 9:30 a.m. (CDT) on December 19th, 2025.

Bid awards will be made on the basis of best overall value. The Henderson County Fiscal Court reserves the right to accept or reject any and or all bids if, in its judgement, the best interest of the county will be served.
Conflicts of interest, gratuities and kickbacks as defined by KRS 44A.455 are absolutely prohibited. The provisions of these statutes shall be noted and acknowledged by the users of this procurement document. All bids must be in accordance with the provisions and shall be submitted along with a signed Non-Collusive Agreement and an Annual Affidavit for Bidders, Offerors & Contractors.
Henderson County does abide by the Residential Bidder Preference per KRS 45A.494. Prior to a contract being awarded to the lowest responsible and responsive bidder, a resident bidder of Kentucky shall be given a preference against a nonresident bidder registered in any state that gives or requires a preference to bidders from that state. The preference shall be equal to the preference given or required by the state of the nonresident bidder. In the case of a tie bid, preference will go to the resident bidder.
All bids are to be made in accordance with these provisions and shall be submitted in multiples of (2) copies.
